...for the LPK using CO2 vs. HPA?
Or should both be the same (400psi) ??

It really depends on your marker. I am running about 300 psi with the LPK. BUT, I have an RVA with the spring all the way in, so I use my reg for velocity adjustment. I would start with the FVA flush with the receiver and adjust the reg to adjust your velocity.

I actually have no FVA anymore, I have considered using the Red Maddmann spring, but I decided just to see what I get with the stock spring first...
The main question is: should the PSI be the same between HPA and C02?

There is no hard and fast answer to this.
Could you use the same pressure for both? Yes. Both will work at the same PSI with the LPK. You will just have to adjust the FVA or RVA (if you have one) to control the velocity as would have to anyway.
Could you use different pressures for both? Yes. Rather than using an RVA or FVA you could use the pressure to control velocity. Just make sure whatever pressure you do operate at is enough to still cycle the cyclone with a full hopper on it. Remember that it's alot easier for the cyclone to cycle when empty. So if your gun is working fine when you dry fire it and then you hit the field and its not shooting you may want to bump the pressure up a little and see if that fixes it.
