If you have a 4500 psi tank you can fill it with scuba tank just not all the way up right? i need to buy a hpa tank but the store here doesnt know if they are getting the compressors for sure. i would just up and buy a 4500 tank as long as its still usable by filling with a scuba tank. i know that a scuba tank only fills to 3000 psi though so what should i do.... is a 4500 tank that much more better than a 3000 tank anyway?

A 4500 tank is always better than a 3000. Why? Because it simply holds more air. To figure out how many shots a tank can do you take multiply the cubic inches by the "psi equivalent". A 3000psi tank is a value of 10. A 45000psi tank is a value of 15. So a 45/45 can provide 45ci * 15 = 675 shots. Whereas, a 45/30 would only provide 45 * 10 = 450 shots.
If you have a 4500psi tank and want to fill up from a scuba tank that only holds 3000psi then your tank will only fill up to 3000psi. On the other hand, if you have a 3000psi tank and want to fill up from a scuba that is 4500psi your tank pressure will fill up OVER its structural limit. A friend of mine did this and while it didn't explode it still had me nervous until he let the air bleed a little to let the pressure go down to 3000.

A 45/45 tank that should give you 675 shots will shoot LESS with a stock A-5 because it needs 800psi for each shot. For low pressure gats like my Viking that runs at an insane 72psi I can shoot more than 675 shots per fill.

Im just wondering if i can fill a 4500 psi tank with a 3000 psi scuba tank and it function fine. if i do that the 4500 tamnk will function like a 3000 psi tank ami right? it wont undershoot cause its not filled all the way to 4300 -4500? thanks a bunch for the info.

The only difference between filling to the different pressures is that you'll get less shots per tank with the 3000 psi fill. The 4500 psi tank will work just fine filled to any pressure below 4500.
